Minister for Trade and Industry

About Mr Gan

Mr Gan Kim Yong was appointed Minister for Trade and Industry on 15 May 2021. One of his key priorities is to identify new growth opportunities in support of Singapore’s continued economic development. Mr Gan was also co-chair of the Multi-Ministry Taskforce, which directed and coordinated Singapore’s COVID-19 response, until it stood down on 13 February 2023.

From May 2011 to May 2021, Mr Gan was Minister for Health. He oversaw efforts to drive Healthcare 2020, a masterplan to ensure accessibility, quality and affordability of healthcare in Singapore. Under his leadership, the Ministry of Health invested significantly in building new healthcare infrastructure, and expanded the polyclinic and General Practitioner networks. Enhancements to long-term care financing measures were also launched, and a universal lifelong medical insurance was introduced.

As Minister for Manpower from April 2008 to May 2011, Mr Gan led the ministry’s efforts to minimise mass retrenchments during the economic recession in 2009. He also played an instrumental role in the development of manpower policies to meet the challenges of a rapidly changing business environment, and in building a Continuing Education and Training system for a globally competitive workforce.

Mr Gan’s other previous appointments include Minister of State for Education and Minister of State for Manpower.

About Francois

As a veteran in the semiconductor industry with over 40 years of experience in the semiconductor industry, Guibert held a number of senior positions where he was the Executive Vice President and President of STMicroelectronics for the Greater China and South Asia region until 2016.

Since 1992, Guibert occupied senior positions in Business Development and Investor Relations based in the company headquarter in Geneva. He was deeply involved in the Company’s Initial Public Offering and became Group Vice President, Corporate Business Development, in 1995. Guibert was also responsible for Mergers & Acquisitions and, until 2001, for Financial Investor Relations Worldwide.

Guibert was a board member at the EDB (Singapore Economic Development Board) for 2 terms from February 2009 to February 2014 and was the chairman of the its finance committee during the last 2 years of his mandate.

Guibert was also chairing the Board of Advisors for the Singapore Semiconductor Industry Association (SSIA) from 2014 to 2018. He was decorated Knight of the National Order of Merit in France in 2009 by the French government in recognition of his contributions to the French economic missions and the promotion of French enterprises in Asia.

Guibert currently sits on the board of Alliance Francaise de Singapour.

Ms Owen has been the British High Commissioner to Singapore since June 2019. About Judit

Her Excellency Judit Pach is the Ambassador of Hungary to Singapore since October 2021. Prior to that she was positioned in Jarkata, serving for over 6 years as Ambassador to Indonesia, Timor L’Este and ASEAN and she significantly boosted the trade relations between the two countries. During her career, she worked as the spokesperson of the President and led the International Communication Office of the Prime Minister. For her workshe received several awards and acknowledgements and holds state decorations from Lithuania, Belgium and Poland.

About Ziad

Ziad Haider is Global Director of Geopolitical Risk at McKinsey & Company based in Singapore. He leads the firm’s internal efforts on managing geopolitical risk; counsels our clients on how to build out their capabilities and frameworks to understand, monitor, and mitigate geopolitical risks; and is one of the firm’s principal thought leaders around building geopolitical resilience.

Prior to joining McKinsey, Haider served in a range of senior roles in the U.S. Government including Special Representative for Commercial and Business Affairs at the U.S. Department of State supporting U.S. businesses globally on managing market access, political, and regulatory risk; Senior Advisor to the U.S. Secretary of State for strategic planning around Asia and geo-economics; and as a Foreign Policy Legislative Aide in the U.S. Senate.

He previously practiced international law specializing in CFIUS and investment disputes at White & Case LLP and worked with Human Rights Watch and other human rights organizations across Asia. His writings on international affairs have appeared in Foreign Affairs, Foreign Policy, and the Nikkei Asia.

Haider serves on the Board of Advisors of the International Rescue Committee — a leading global humanitarian and development organization — and is a Senior Advisor with the Center for Strategic and International Studies (CSIS). He received his B.A. from Yale College, M.P.A. from the Harvard Kennedy School, and J.D. from Georgetown Law and was a Fulbright Scholar in Malaysia.
