About this guide
This SSIA guide presents the Semiconductor Trade Documentation Checklist supplied on 13 September 2026, together with explanatory guidance based on official sources. Singapore and India jointly developed and endorsed the source checklist. The additional explanations on this website are SSIA companion guidance and should not be read as a new government endorsement.
The review covers Singapore exports and Indian imports of semiconductor-related raw materials and equipment. It adds practical screening for origin, controlled technology, importer readiness and special shipment situations. It does not classify an individual product, determine a tax liability or approve a shipment.
Requirements can change and depend on the goods, parties, use, transport mode and customs station. Follow applicable law, current authority instructions and the conditions of the actual permit or assessment. The review date is 13 September 2026.

Read the clarifications before using the source
Some source statements require correction or qualification, particularly Indian manifest timing, Bill of Entry deadlines, duty-payment timing, clearance expectations and benefit eligibility. Use the sourced companion guidance and current official requirements when planning an actual shipment.

Substantive source clarifications
The website preserves the source's useful scope while making the following distinctions clear. These notes explain the companion guidance; they do not amend the original document.

| Manifest timing | For vessel and aircraft imports, section 30 requires electronic filing before arrival under the applicable procedure. The source's general post-arrival 24-hour wording should not be used as the dispatch instruction. |
| BoE timing and process | Prepare self-assessment before filing; Customs risk processing follows the submitted declaration. Filing deadlines vary by transport mode and destination. Advance filing and late-charge qualifications are explained in the trade process page. |
| Advance rulings | The statutory period in section 28-I(6) is three months from receipt of the application. The source checklist's 90-day wording should not be treated as the precise legal period or a guaranteed service commitment. |
| Ordinary duty payment | The current ordinary timetable distinguishes self-assessment from officer assessment. A generic three-day payment window does not reflect section 47. |
| Duty deferment | Eligible approved importers follow monthly calendar deadlines. The 2026 extension is not a blanket 30-day grace period after each shipment. |
| Clearance and inspection | A 24 to 48 hour dwell-time statement is not a guaranteed service level. Risk facilitation does not remove Customs' ability to examine a consignment. |
| Origin and Green Lane | CECA preference, AEO mutual recognition and the semiconductor Green Lane workstream are distinct. Origin evidence supports the applicable origin requirement; it does not establish every facilitation benefit. |
| Valuation and SVB | Related-party status requires appropriate disclosure and assessment. Referral and provisional assessment depend on the case; the invoice total is not always conclusive Customs value. |
| Transport documents | A bill of lading and an air waybill have different legal characteristics. Do not assume an air waybill is a negotiable document of title. |
| Regulatory certificates | Check notified product scope and the entity's role. BIS, WPC, MTCTE, EPR and Legal Metrology are not a universal five-certificate requirement for every semiconductor shipment. |
